  • COAC recommends participation in a Simplified Entry Summary and Payment program should be optional – CBP agrees
  • COAC recommends CBP continue to work w/a broad section of the trade to explore a Simplified Entry Summary/Payment process
  • As of mid-Feb there have been approx 20,000 bonds filed with CBP in eBond – 8,000 are updates & 12,000 new bonds
  • eBond filing response turn time is 10-15 seconds (vs. 4-5 business days in the past)
  • Effective January 2015 CBP rolled out the new eBond functionality.
  • COAC recommends metrics be created/data collected & reviewed yearly w/COAC & other stakeholders to determine if CEE obj are being satisfied
  • Both CBP and the COAC agree that metrics should be created to monitor performance of the CEEs on an ongoing basis
  • COAC recommended consideration in the longer term of the idea of a single, multi-agency managed website dedicated to AD/CVD.

  • Steve Hilsen, formerly Director, Business Transformation, CBP, will oversee all responsibility for Single Window, reporting to CBP Commr.
  • COAC recommended automating export data by the creation of USPPI & Filer accounts in ACE & allowing data visibility in ACE for a 5 yr period
  • (2 of 2) This recommendation would help to reduce redundant reporting & redundant reviews for companies participating in good standing
  • (1 of 2) COAC recommended CBP compare C-TPAT & C-TPAT Export Entity Criteria w/ the Depart of Defense NISPOM, ITAR, FAR & DFARS
  • COAC recommended CBP automate presentation of licenses/permits via Single Window into AES/ACE to accommodate inbound/outbound as appropriate
  • The 13th Term of COAC drafted 92 recommendations to CBP: 45 were partially implemented and 9 fully implemented
